Picture in background shifting when printed

an aerial image that is referenced in the background of a drawing is shifting significantly when printed. any ideas why?

Hello - is this image using the Wallpaper in a viewport, a BackgroundBitmap, or a Picture surface? What is the printer?
Can you please run SystemInfo in Rhino and post the results?

Images show the layout screen in rhino, the print settings window and then a similar area on the exported pdf.
