Surface > Plane > Picture Frame tool.
When in wire frame mode, the picture frames disappear from the view port! I can select the surface and the selection is highlighthed, but the image doesn’t show. They show up in shaded & rendered mode.

it seems to be a bug, a few people have reported that already but the issue has been ignored so far.
