I’m on the mission converting team of draftsmen from AutoCad to Rhino.
One of them asked if it is possible to have permanently displayed crosshairs, not only when command is active.
Is it possible?
I do not believe so, no.

Yes, but that setting - the only one I know of as well - makes the crosshairs show up only during a command. Otherwise, you still only have an arrow cursor.
