In Rhino 8, it’s possible to use a Mesh to create a surface with the Patch command. I hope this continues in the next version. At least in this WIP version, it’s not possible. Thank you!!

Having a mesh as input is on our list to do for the new Patch command. I expect this will be possible by the time the next major version of Rhino ships. RH-88425 is the ticket for this.

No, you select the mesh and apply the Patch command.
