Paneling tool not install!

i have rhino 5 r13 32 and i can’t install paneling tool !
could we help me ?

No!
Do I have to update my rhino version ?
I buy it at sett.rhino 5 r13 32 win !!!
Maybe is there some problem with paneling tool file when I download ?

I download it ,and i run it to install ( i download Rhino 5 con Windows a 32 e 64 bit)
Than i open rhino and nothings happen!!!
