Pan in parallel view

How can I pan horizontally or vertically precisely? The hand tool doesn’t allow me to pan orthogonally.
The only way is with the up, down, left, right options in the pan command but I can’t control how much because the amount is fixed.
In Autocad I can easily use the mouse and pan from one point to another with ortho on.
I seem to recall doing this in Rhino issuing the pan command in a certain way but I can’t remember how.
Is it possible?

…will pan corresponding to this value.
not sure what the unit of this value is.

Sorry, I should have mentioned that I’m using Rhino 5. I can’t find this option …
