Package manager vs .gha download file

Lately more and more plugins are accessible via the package manager in Rhino.

Question: in which folder is the .gha file downlaoded/placed after a package manager download?

Question: is it possible to download something similar as a .gha file when downloading a plugin via the package manager?

The .gha file (and all dependencies) will be downloaded to the plug-in folder in

%appdata%\McNeel\Rhinoceros\packages\
