Have had multiple people look and all the settings are correct, but osnap is still not working. Won’t tell me where mid or perp are or anything. Even tried reinstalling but no luck, and I have a new windows computer so it should be perfectly fine. Also tried the same files on different computers and works fine. Please let me know what I can do next

I can tell your Intel display adapter drivers are old from your screenshot. Since your system uses “hybrid” graphics, that driver update is critical.
One other thing to check:
In Options > Modeling Aids, what is your snap radius?
