Osnap dialog/toolbar doesn't go to a desired position!

In RH5 SR9 this is working correctly! see pic
With RH6 WIP it does not! (6.0.14322.10041, 11/18/2014)
Check the short video at the following [link][1]
It position itself below or above but not right or left of the command prompt!
