Organic shaped balconies, difficult question

I’m working on designing balconies and want the planter to rise from the balcony floor instead of maintaining a constant height. My original design was easily created using a Sweep 1, but my current vision is more complex and challenging to model. I need help creating a smooth, flowing transition with fillets from the balcony floor to the planter. I’ve included a sketch to illustrate my idea. Can anyone assist with this?

Can you sweep along the red line and use that to cut your planter?

That would be possible, only the red line doesn’t exist yet and it’s going in two dimensions. (So no straight line) and I don’t know how to pull it so it gets the wanted curve.

To clarify, so you can create an effect where the balconies is also going up and down. (as seen in the reference)
