Offset or Extrude surfaces on an irregular surface/mesh

Trying to extrude or offset each triangle 0.62. Not sure whether to keep it surfaces, or meshes or what? I would like individual triangles.
Cannot get the tree graft down to make the data usable. I got a lot of vertices. Totally lost and frustrated been working on this for a while. I would think by now I would have figured it out.

You can use Weaverbird’s Offset Mesh to achieve it,

Run PackageManager command in the command line of Rhino, then search Weaverbird and install it.
