Offset how to use on a rectangle if parallel to same is required?

I want to offset this blue rectangle by 0.03inch but offset is lacking a direction option so I can tell it which direction to go in, it wants to offset outboard of the rectangle forming a 0.03inch wide border, I require it to become the red rectangle (as a copy).

Have zoomed in a lot ? That is a small amount, just a guess. —-Mark

Hello - set a CPlane > Object to the first rectangle and then Copy > Vertical .03 or -.03 units.

Hi Pascal,
Thanks, that would do it, but would it not be useful to have a direction option within Offset ?
normally tools dont leave us having to make Cplanes.
