Offseting selected curve creates abnormal blue curve.

I dragged around some of the control points and it seems as if the short segments are going into the opposite direction.
I created a line from the start to the end of your polyline and sorted the control points along the line.
Once the control points are in the right order, the offset works.

i know the culprit now, rib itwo software creates this kind of polylines. it is software for road design an it basically just connects crossections and since this curve was on the inside of a curve it added small segments to compensate.
