Obtain a boolean True when there is no command running in Rhino

Is there a way to listen to the active Rhino command and to send a True Value when there is no active command running (or when it finished running)?
I could use such a thing as a workaround for this issue:

Content cache does not execute due to active command

I have come across this issue again. Can’t modify the document while other command is running. This time, the exact same part of the script works in isolation, but when inserted into a larger script, it fails. Read-Write User Text.gh (27.0 KB) I’m puzzled.
