Why do the objects in my layouts change after they are locked?

I change the object in one page, and they change in the views on another page after they are locked.

Hi Franit,
Looking at your file its behaving as expected (no panning or zooming). What version of Rhino are you in? (run SystemInfo in the Rhino command line)

These are screenshots of the layout drawings I had trouble with after they were locked when I went to change one layout the locked views moved.
This is also a "make 2D " which one McNeel take said he had no problems with. I keep trying and I get missing lines. See screenshot
