Document units are inches
Nudge units are shown as millimeters. In this example Nudge functions with the units as inches, same as document units. The bug is in the units displayed, not how Nudge functions.
Added: Nudge amounts cannot be set to less than 0.1. (I typically use 0.01 or smaller for Ctrl + Nudge Key.)
