Notes popup broken in Rhino 8

Hi devs,

until Rhino 7 open notes windows where opened always after loading the 3dm-file. This seams broken in Rhino 8.

Attached a test-file, open it in Rhino 7 and Rhino 8. In Rhino 8 no notes window pops up: Rhino_7_notes.3dm (86.5 KB)
