New to Rhino, I'm Unable to make a cylinder on top of a model?

Hello all. I’m following a tutorial online making a water bottle and I’m having a hard time wondering why rhino on my end wont allow me to make a circle on top of the bottle cap, it would be cool if I could share my file on here for someone to take a look, but ultimately, it draws the cylinder somewhere else on the plane, and not on top of the cap like I’d want.

I tried doing it in front view and top view. It’s just not doing it ON the cap.

Any help would be appreciated

Use command _CPlane _Object and click on cap and then draw on cap what you want.
