That all seems to make sense, at least until I find out otherwise.
I’ll see what I can do about the rotation in layout space.
There is some text fanciness for leaders down under the Leader section in the dimstyle dialog, and you can set them to align with the leader tail there, as well as have a few different vertical alignments and automatic right-left justification depending on the leader tail direction
I think there will be plenty of room for suggestions and changes in how the controls work and what the text does before we get done with this.
