Mouse Wheel and Right Button not Working as Expected

I am doing tutorials, and neither my mouse wheel nor my right click do as expected. I checked the settings for the mouse under options, and that did not help. I have a Logitech 3 button mouse (scroll wheel for middle button).

I am doing a Lynda tutorial. When I right click or wheel with an item selected, the menu specified in the tutorial does not appear. A zoom icon or the last command
does.

@john14 - you can tune the delay in Options > Mouse page. I think the default is 250 ms, I prefer 150.
