Model Clean Up Help

I am trying to clean up a file I downloaded off the Cleveland city forge site. When I run show naked edges I get this dot, but when I run gcon command they all say the curves are G0 or above. So how can they be at the same point but still not close up?

I see these every now and again paste this into the command line testRemoveAllNakedMicroLoops . I believe Pascal came up with this a while back
