Your screenshot shows “Rhino Options” in the titlebar.
Mine says “Document properties”.
While we both are at the mesh.
Neither of them need to be all the way at the bottom IMO…
Yeah, and I just discovered why yours is different than mine - this after 25 years of using Rhino. 
The title of the window depends on how you access the dialog. I almost always use the gearwheel icon, which calls the command “Options” and so the title says “Rhino Options”. However if instead I type the command DocumentProperties, I get exactly the same window, but it says Document Properties in the title.
