I have two lists of curves that i want to create a ruled surface out of, the solution i’ve thought of is to adjust the seam of the curves before lofting/ruled surface but it doesnt seem to work.
What am I missing?

An understanding of the direction and the starting/end points of your curves is what you are missing.
I would revise your approach. Only use one polyline and create one half of the figure you show above . Then use transformation tools like mirror and polar array to get the other copies. It is much simpler than trying to sort all of your polylines, although that is doable as well.
