Locked layer text display inconsistent

I have the general setting (Appearance>Colors) of locked objects set to gray:

In Shaded mode, under Objects, I have an override set:

(i.e. use specified color instead of use object’s display attributes)

The box “apply these settings to layers” is not checked, so things on a locked layer are supposed to show up as their normal display color.

However, if I have an annotation object, locking the layer grays it out anyway. Curve objects stay in their original color.

When the layer is unlocked:

In a quick test, this was already the case in Rhino 7.
