Linetype Issue

I have a dashed linetype inn the top and right viewports with the line higher than a polysurface.

When I go back to a layout, the dashed line is solid and appear to be behind the polysurface.

Can anyone suggest what I am doing wrong here?

I’m guess the part that looks behind is just the gap of a very large dash pattern. Probably something with layout scaling?
