Layout view makes changes without me wanting such

Layout view.
I had rubber seal layers all turned off in plan15c, I return to the file and they are on again and need turning off.
I check the pdf just made and thank god its without them, but how can they reappear when I havent turned on any layers since ?

I save as plan 15c from 15b, alter layout name to 15c, alter details in detail view. Is there any chance that anything altered in 15b after doing so then makes changes to 15c, when the rhino file is saved by a different name ?

In a quick test, doing what you described here does not make any changes to 15c here on Rhino 8.
