Layout View Dimensions are microscopic yet 0.1inch in model

I have been well into Layout views and achieved great results, fantastic option to have, love them.
Today I am with a new project, all as before using same file template, inches decimal, 1:1 scale. Dims 0.1 inch high, all is good.

If I go print and 1:1 all is good, looks like on screen.

Create Layout view A3 portrait, printer pdf, all as before, 1inch = 1 inch each detail view, all as before.

And I cannot read the dims, they along with arrows are MINUTE.

Whats happened ?

Taking an item from the file and pasting to new file, same issue, I can supply this.

On the Document Properties > Annotation page, uncheck Enable scaling of text, dimensions, and leaders. Does that make things right?

with layout view open, run command DocumentProperties and find that setting, thats it, normal again.
Would like to understand just what that setting is there for as a default, as what use is having the text go micro mode ?

Your object in that file is of a size that, physically, fits many times on a sheet of paper that will come out of your printer. And your annotations, in model space, are sized to be readable on screen.

When your object is the size of a few soccer fields next to each other, and your annotations, in model space, are still sized to be readable on screen, those annotations will fall way outside any paper from any printer if they are not “scaled to go micro mode”.
