Layout icon button not working?

My experience at the moment.
Clicking the new layout 4 details button does not work.
Selected 3d object, click new layout 4 details button, which brings up the sub menu, (Unexpected) then click again on 4 details and nothing happens.
If i select the New Layout button, a pop up comes up with new layout properties panel and creates the page layout.

I can confirm that there is something wrong here - the layout button in the Viewport Layout toolbar looks like it has left and right mouse button commands - because there are tooltips in there - but in fact the commands are absent, so all it does is fly out the sub-toolbar.
