When I run the command to delete layers with objects in them, Rhino Prompts whether I would like to keep the layers with objects in them & once I confirm, it is shown as deleted anyway. Once I close the file and it refreshes the layers show up again. I used to use this command to actively purge layers, however now Rhino is glitching and showing the retained layer as deleted. I started with the latest update.
