I have a large file that is 70 KB, it is lagging really bad on my Surface Book 2 with i7, 16GB and 2 GB graphics card. However, I opened the file on a Lenovo Laptop that has similar specs (i7, 16GB, and a 2GB graphics card). Any recommendations to fix the lagging issue on my book 2.

I think you should take a closer look at the graphics card specifications between the two systems.
Similar memory capacity takes a backseat compared to how well the graphics card drivers function, and what level of support they provide for the OpenGL specification.

And you might also check to see if the graphics card drivers can be updated to the most recent release.
