You can use the make2d command or check out https://developer.rhino3d.com/api/RhinoCommon/html/T_Rhino_Geometry_HiddenLineDrawing.htm if you prefer RhinoCommon.
Then just generate a layout, add a detail and alter the viewport accordingly.
if you want to mark something at a specific location, you could add a point there and search for that point in your resulting drawing, then just use it as the base for your annotation/leader/etc.
If you want to just label drawings you can avoid make2d and just go straight to layouts.
