Can you be more specific or provide an example? I’m not sure I understand why you’re looking at the face separately from the Brep and exactly what you mean by inset.
BrepFace has
BrepFace.DuplicateFace method (rhino3d.com)
which returns a full Brep corresponding to that face at which point you could boolean a subtraction.

I mean to “make” an Inset directly from Rhinocommon, I guess it’s a combination of DupEdge and offset on surface, but it would be great if it can be accesed directly to a single function.
