Inconsistent (Normal) Direction for Creating Surfaces and Lights

something which confuses me and is hard to remember, is that when you create a surface with points being set clockwise the normals are looking downwards or away from me. that is something which you can remember and can be useful at times. the problem is that the same logic does not apply on rectangular lights, when you set one up according to the same clockwise logic the light shows upwards. since i do not use rectangular lights on a daily basis i am always completely lost in which direction to set it up not having to flip the directions each time.

would it be possible to simplify this so that one can easily remember in which direction surfaces and lights have to be set up?

Yeah,lights seem to be the odd man out here. I will add this to the pile, thanks.
