I can no longer change the background

I can no longer change the background from the layers area on the screen everything was in one tab now anything I apply is not applied and I have only been able to do it through the menus. This seems like a round about way to do it. Is there any way faster? Thanks for your time Abby

i am having a hard time understanding what your issue is, can you make a screenshot and point out on it once more what is missing?
