How we can make display mode like this?

Hi everyone,

i am an architect, i just wondering how we can make display like this.
i just wondering how we can make to fade out the like and focus.
the center is highlighted and the otherthings far from is less focused.

if anybody have the display mode like this, very helpful for me to share it.
