Please enlighten me under the vb.net development environment how to run RVB code

The short answer is you can’t.

The long answer is that Visual Studio comes with Visual Basic, which is a .NET language. RhinoScript (e.g. VBScript) is based on COM and written in C++. Thus, the two tool are not the same.
