I can’t seem to figure out how to rotate the environment. I just want to rotate it around the Z axis (keeping the horizon where it is). This tutorial shows how to do it, but my version of Rhino doesn’t show the interface for rotation. What should I do?
Following. Thought I could find the answer. Shouldn’t be this hard. Windows/MacOs is supposed to be on parity.

When I import a .exr file, using the folder icon in the environment panel it detects the file type and creates a new texture of the type “High Dynamic Range Texture”, which is also automatically assigned to the environment. This then exposes the rotation control in the environment panel.
Is that not happening?
Note that when I imported a .jpg in this way, it did not detect the image as an HDR image and so created a new “Bitmap Texture” instead. By then forcing this texture to “High Dynamic Range Texture” (under name and type) I could then force the rotation control to show up.
