I can’t seem to reset the settings. Curser is an arrow and cannot draw line in any other plane. Only y axis. It doesn’t snap to anything either. The grid snap is turned off.
This is in all files or just one? If it’s just one file, you may have one or more messed up viewports or CPlanes. Try typing the command 4View twice in a row. That should set all viewports and CPlanes back to default. Does that help?
