How to recreate the facade on ZAHA's Innovation Tower?

Hi all,

I am completely new to grasshopper and hoping for guidelines on creating ZAHA Innovation Tower as a case study on Grasshopper,

As title, how to create the facade system that rotates Louvers by 90 degrees after a certain point?
