As per subject, is there a way to know if a dimension is indicating layouts scale or
the scale inside a detail. Furthermore I’d like to have a way to link dimensions to details
in order to make them show model dimensions.

The easiest I have found is to compare what the dim reads as and what it says in the dims properties. The properties window will show the picked length times what ever you have the Length Factor set to in that dim styles settings. It will not show pick length * Length Factor * Detail Scale. So if what the dim reads as and what it says in the dim Properties are dissimilar, then you know it is picking up scale from somewhere, but you don’t know from where or if it is right (if the detail has been rescaled after the dim was placed)
But to further that wish, It would be nice if in properties you could see what detail it is getting its current length factor scale from. It would also nice if you could force a dim to pick up the scale of a detail, or force it to not pick up a scale (force it to be dumb). It would also be nice if you changed the scale of the detail that a dim got its scale from, that dim would update.
