I saw such an effect in the author’s case, but I’m not sure if it can be accomplished with Pufferfish. I can’t think of an idea. Can anyone give me a hint?

I think that most of this kind of stuff could be bought here
But what you can learn here is that it is surely meshes patterns that are morphed. There are lots of tool for morphing (tweening, Twisted box …) inside Pufferfish.
So you make a repetitive pattern with topological identical cells. On each cell a shape is associated and morphed according to the rules you want.
As @Quan_Li said you can use Nautilus plugin that has some tools. Here so test less “cauliflower”
Cluster the mesh
Then calculate distance for each vertex of the mesh to the border.
I use here a component that will be in v1.5 (next week) but the idea is to put 1 on edges, and 0 everywhere else.
Then mesh bump can be used associated with Graph mapper
