How to add a new tab and new button

Hit the gear icon on the right side of the tabs interface and you’ll see an option for creating a new button/tab.

Great, thanks a lot, could it be created programmly, or those UI(tab and button) data was saved in a file, so, when we install the plugin onto User’s machine, it will just replace the file, if so, what may be the file name then?
