Hexagonal paneling problem

about hexagonal paneling i have tow main questions

first, how can i produce hexagonal surface. because none of them is planer and boundary surface can not be formed.

and second, how can i get each cell to scale in smaller for example by offset curve or scale component

yes based on this figure. but in my computer the panels are not planer.
