Help with creating surfaces from offset

hi guys,
a newbie here and I hope someone can help me!
what I am trying to do is throw a bunch of curves and get surfaces from the offset as explained in the image:

I am struggling with the lists and how to tell which point to connect with which and how to convert the points to a closed polygone or surface.
any help is appreciated

You could just use Loft.
