How do I extrude this at the 3.5 degree angle, not vertically? I tried “align to object” but it went vertically instead of at an angle. The object is a group, if that matters..

I use “Relocate Gumball” and set one of the axis to the edge. In your case it would be the long edge that defines the angle. Now, whether it works as a group or not beats me.
Just checked, it works on groups.
one of my favorite tricks is to use gumball snappy dragging and osnaps with the rotate handles-
double click the rotate handle then osnap the gumball to the correct orientation.
I love this for cv editing as well.
I tried your method and it rotated the entire object, not the gumball direction.
Please tell me more. Left button mouse, right button mouse, center button mouse, modifier keys?
double click the rotate rings, (or any of the gumball handles) that rotates just the gumball (v8)
or use the gumballrelocate command.

In Rhino 7 you hold CTRL to relocate (instead of double click)
I posted a reply right after my original post. I used relocate, and it worked well.
