Gumball Extrude bug/limitation

I can’t say if it’s always been like this, or if something has changed, but…
In the attached file there are 3 cylinders: first is open, second has a revolved cap, third is capped using Cap.
If I sub-object select the edge of the cylinder(s) using ctrl+shift, initiate extrude via the gumball and then - as the extrusion is underway - hold down shift to extrude both ways - only the open cylinder and the revolved cap results in an extrusion that goes both ways. The capped cylinder shows the corect preview, but the resulting geometry is only extruded in one direction. Bug or is there a reason for this?
