Frames orientation and their Z direction

Hello,
I have a non-planar curve and I have several frames placed on it with extrusion of a cylinder. I would like the frames with extruded poles in its local Z direction to aim outside perpendiculary from the base curve. (The offset curve visualises the target direction).
