Frame Around Text: Offset

Is there any way to set the offset for Frame Around Text in the Annotation Styles (or Attributes)?

When set to Rectanglar Frame the frame obscures the text.

When set to Capsule Frame, the frame is offset from the text.

The Mask margins property does that.

I’m not seeing that here in a quick test. Could you post a 3dm file in which this happens?
