Do software like Siemens NX and CATIA cheat at filleting like SolidWorks?

define cheat?
unwanted gaps, fake radius (variable instead of the one specified by the user), self-intersecting faces, duplicate faces, edge jagginess (improperly trimmed surfaces),tolerance and tangency, etc.
Rhino does not do that. However there are long standing issues with filleting that have improved over time, but are worth mentioning.
you have to work from the largest fillets to the smallest.
if you want fillets that intersect at the same radii, they must be applied at the same time.
Surface fillets can work when edge fillets fail
a pipe trim and blend surface can make a complex transition that both edge fillet and surface fillets fail with. (see our pipe trim trick video on you tube)

Solidworks cheats a lot with forcing the fillets to get the job done fast rather than aiming for accuracy and quality. They may appear acceptable inside the program, but nearly 100% of the 3d models created in Solidworks (sent by OEM suppliers of car parts for big car brands) that I imported in Rhino were full of bad surfaces, missing fillets, huge gaps and lack of G1 tangency between the main surfaces and the adjacent fillets.
