Extract the center line through road outlines

Hello.
I need help getting the road outline from the topographic map and trying to create a road centerline. One of the methods I have in mind is to divide the road outline into points at regular intervals, then connect the points on the road outline line on the other side, and connect the center points of the connected line. And I want to create the road according to the elevation of the terrain.

However, it is questionable whether this method will work correctly. I don’t know if it will be possible because there are some parts that don’t connect to the road lines on the topographic map.

If there is anyone who can help me to create the center line by any other means, I would like to ask for your help. Please refer to the rhino file below.

I looked at the topic you sent me. Isn’t it an algorithm that can only be used when it’s a closed curve?

The road line I brought from the topographic map is not closed, so it doesn’t seem to be working.
